Your options if regulators require child resistance on a peel blister

Pharmaceutical packaging directors with a marketed product in peel blister face three routes when child-resistant compliance becomes mandatory. Two of those routes force changes to the primary packaging. The third does not.

Option A. Change the lidding to peel-push composite

Constantia DUO/TRIA, Amcor Guardlid, ACG CRSF, Honeywell Aclar. All require a primary packaging change. This triggers ICH stability re-testing, a CMC dossier update and 6 to 12 months of regulatory work before you can market. Senior accessibility drops because peel-push requires more grip strength.

Option B. Switch to push-through blister

You replace the peel format entirely. For oncology, hormones and high-potent APIs this is rarely acceptable. Crumbling risk on tablet edges, compromised moisture barrier and a full re-validation cycle. Not realistic for most marketed products.

Option C. Add a Locked4Kids adapter carton

The adapter ring or card sits inside the secondary carton. Your existing peel blister is not touched. The child-resistant mechanism is engineered into the outer carton, requiring two simultaneous actions to release the inner tray. Secondary packaging only, no impact on the primary packaging dossier, no ICH retest, no MAA update.

How the adapter carton works with your existing peel blister

The Locked4Kids system separates child resistance from the primary packaging. Your peel blister stays exactly as it is. The carton does the compliance work.

1. Your existing peel blister

PET, paper-PET or alu-PET peel lidding, no modification required. Compatible with approximately 95 percent of standard blister formats in the market.

2. Adapter ring or card holds the blister inside the carton

For larger production volumes, an adapter ring is integrated in the carton structure. For clinical trial batches and small runs, an adapter card retrofit is the fastest route.

3. Outer carton requires two simultaneous actions to open

Pressing two offset squeeze tabs releases the inner tray. The action is intuitive for adults but beyond the cognitive and physical capability of young children. No grip strength dependency, which keeps the format accessible for seniors and patients with arthritis.

Used for marketed oncology tablets where moisture-sensitive peel blisters cannot be replaced and EU CMR compliance is mandatory.

Oncology category, top-10 European generics manufacturer

Used for hormone replacement therapy products requiring both child resistance and senior accessibility for the patient population.

Discuss your peel blister CR project

Three standards, one solution. F=1 certified.

Locked4Kids has been tested and certified against the three regulatory frameworks that matter for child-resistant packaging in the EU, US and beyond. The same product, the same mechanism, the same compliance package.

ISO 8317. International child-resistance standard

Tested with 300 children at nurseries and playgrounds. Less than 1 percent could open the packaging before the demonstration, less than 4 percent after two rounds of 5 minutes each with a demonstration in between. The regulatory thresholds are 15 percent before demo and 20 percent after demo, both significantly exceeded.

US 16 CFR 1700.20. F=1 protocol (CPSC)

F=1 protocol passed under the Poison Prevention Packaging Act framework. Senior accessibility tested at 100 percent against the 90 percent regulatory minimum, ensuring the packaging works for all adult users without exception.

EU CLP and REACH Annex XVII

Compliant with EU child-resistant requirements for products classified CMR category 1A and 1B, supporting the August 2025 REACH Annex XVII update and the 2026 EU pharma directive revision.

All testing performed by BVI Belgium, an ISO 17025-accredited laboratory. Test report excerpts available on request under NDA.

Less than 1 percent of children opened the packaging before demonstration. Threshold is 15 percent.
100 percent of seniors opened successfully. Threshold is 90 percent.
Compatible with 95 percent of standard peel blister formats in the market

What you save by choosing the Locked4Kids route

The honest comparison between peel-push lidding, the only alternative for peel blisters, and the Locked4Kids secondary carton. Engineering and regulatory hours, not marketing claims.

Peel-push lidding route. Primary packaging change required. ICH stability re-test mandatory, typically 12 months. MAA and CMC dossier update required. Senior accessibility reduced due to required grip strength. Production line capex sometimes needed for new sealing equipment. Time to market 9 to 18 months.

Locked4Kids carton route. No primary packaging change. No ICH stability re-test required, secondary packaging stays outside the stability dossier. No MAA or CMC update. Senior accessibility maintained. Runs on existing cartoning lines without retooling. Time to market 6 to 12 weeks for standard formats.

The compliance comes from secondary packaging. The peel blister you developed, validated and registered stays untouched.

What to expect from your peel blister CR project

1. Packaging assessment within one week

Share your current peel blister specifications, target markets and the regulatory driver such as EU CMR or FDA PROTECT. Within one week you receive a structured assessment covering carton variant selection (Wallet Box, Carton or Adapter Card), compatibility check against your blister format, and indicative timelines for sample, validation and rollout.

2. Sample pack and prototype in 5 to 10 working days

Physical samples sent to your team to validate fit, opening mechanism and patient handling. Adapter ring or card sized to your blister, no tooling required for 95 percent of standard formats.

3. Validation and pilot production

Pilot run on standard cartoning lines, compatible with Marchesini, IMA, Bosch and Romaco. SAT support included. Validation documentation prepared for your QA team.

4. Commercial production and supply

Full-scale production on existing carton lines. Standard cartoning speed. Lead times aligned with your supply planning. Time to market 6 to 12 weeks for standard configurations, faster for clinical trial volumes via the Adapter Card route.

Frequently asked questions from pharma packaging directors

Does this work with paper-PET or alu-PET peel lidding?

Yes. The adapter sits in the carton, not in the lidding. Any peel lidding type, PET, paper-PET or alu-PET, works without modification.

Will adding the adapter trigger an ICH Q1A stability retest?

No. The adapter ring or card is secondary packaging. ICH Q1A stability data applies to primary packaging. Since the blister is untouched, the stability dossier remains valid.

Do I need a new MAA submission or CMC dossier update?

Typically no. Secondary packaging changes generally do not require MAA submission or CMC variation. Confirm with your regulatory team based on your specific market and product class.

Which cartoning lines is it compatible with?

Standard cartoning equipment including Marchesini, IMA, Bosch and Romaco. No retooling required for 95 percent of standard blister formats. Production speed matches your existing carton-line throughput.

Can it handle Alu/Alu cold-form blisters?

Yes where Alu/Alu cold-form blisters use a peel format. For push-through Alu/Alu, the standard Locked4Kids Carton applies directly without an adapter ring.

What is the F=1 protocol exactly?

F=1 refers to the CPSC test protocol under US 16 CFR 1700.20 where the packaging must prevent children from opening it within two test rounds. Locked4Kids passed F=1 with less than 4 percent of 300 children opening after a demonstration, well below the 20 percent regulatory threshold.

Is the Wallet Box variant fully recyclable?

Yes. The Wallet Box is an all-paper design with no plastic lamination. Paper components separate cleanly from blister strips and recycle through standard paper waste streams.

How does Locked4Kids compare to Burgopak, Shellpak or Ecoslide for peel blisters?

Burgopak Slider, Shellpak Renew and Keystone Ecoslide-RX are designed for push-through blisters and do not natively support peel blister formats. Locked4Kids is the only F=1 certified carton system engineered for peel blister retrofit without primary packaging change.
